Sheffield Clean Air Zone PCN: Taxi Exemption Grounds + Sole-Trader Hardship
Sheffield CAZ Is Class C — Cars Are Exempt
Sheffield's Clean Air Zone Class C has been operational since February 2023, charging:
- £10/day for non-compliant taxis and PHVs
- £50/day for non-compliant HGVs, buses and coaches
- £0 for cars, vans, motorcycles, mopeds (all exempt under Class C)
This narrower scope means most car owners receiving Sheffield CAZ PCNs are receiving them in error. The most common Sheffield-specific defence is therefore:
"My vehicle is a car/van and falls outside CAZ-C scope — the PCN is misissued."
The second most common Sheffield-specific defence is "my taxi is licensed by Sheffield City Council and falls within the SCC exemption".

The SCC Taxi Exemption
Under the Sheffield CAZ scheme, Sheffield City Council-licensed taxis and PHVs have a tapered exemption period and access to a vehicle upgrade fund. Out-of-area taxis (eg licensed by Rotherham, Doncaster, etc) do not benefit from the SCC exemption and pay the standard £10/day.
Evidence of SCC licensing is the Hackney Carriage or PHV licence document issued by Sheffield City Council. Submit a copy with the representations.
The Sole-Trader Hardship Route
For independent taxi drivers and small fleet operators, Sheffield offers a discretionary hardship review if compliance would result in disproportionate financial harm. Evidence required:
- Self-assessment tax records showing net income
- Vehicle finance documents showing current outstanding balance
- Quotation for compliant replacement vehicle showing the cost gap
- Statement of dependants if applicable
Hardship grants are not formal exemptions — they are negotiated reductions or holds on PCNs while replacement vehicles are sourced. The success rate is moderate; the council has limited budget.
Step 1: Confirm the Vehicle Class
Check your V5C body type. If it says:
- "Car" / "Motor car" → CAZ-C does NOT apply, PCN is misissued
- "Goods Vehicle (M1)" → car/van class, CAZ-C does NOT apply
- "HGV" / "Heavy Goods Vehicle" → CAZ-C applies, check Euro standard
- "Taxi" / "Hackney Carriage" / "Private Hire Vehicle" → CAZ-C applies, check Euro standard and SCC exemption
Many Sheffield PCNs issued in 2023-2024 went to private cars that were incorrectly flagged by the ANPR. Submit a copy of the V5C and the PCN should be cancelled on Ground 1 (wrong vehicle class).
