Portsmouth Clean Air Zone PCN: Class B Cars Exempt + Hospital / Funeral Mitigation

·2 min read

Portsmouth CAZ Is Class B — The Narrowest Scope

The Portsmouth Clean Air Zone Class B has been operational since November 2021, charging:

  • £10/day for non-compliant taxis and PHVs
  • £50/day for non-compliant HGVs, buses and coaches
  • £0 for cars, vans, motorcycles (out of CAZ-B scope)

Portsmouth's CAZ is one of the narrowest in scope of all UK CAZ schemes. Cars, vans and motorcycles are entirely exempt. The most common Portsmouth PCN error is therefore the same as Sheffield's and Tyneside's: the ANPR has issued a PCN to a vehicle that falls outside CAZ-B scope.

Portsmouth CAZ PCN on a private car?

Our £5.99 personalised letter cites the wrong-vehicle-class ground (Portsmouth CAZ does not charge private cars), the standard 6 CAZ grounds, and the hospital/funeral mitigation route. Filed by you in minutes.

The Portsmouth-Specific Defence

Wrong vehicle class is the strongest Portsmouth ground. The Class B scope is:

  • Chargeable: non-compliant HGVs, buses, coaches, taxis, PHVs
  • Out of scope: cars, vans (most M1 category), motorcycles, mopeds, agricultural

If your V5C shows the vehicle as "Car" or "Motor car", the PCN was misissued. Submit a copy with the representations.

The Hospital / Funeral Mitigation Route

Portsmouth's CAZ has a recognised discretionary mitigation pathway for journeys to Queen Alexandra Hospital (the main acute hospital on the city outskirts) and to funeral services within the city. Evidence required:

  • Hospital appointment letter or A&E discharge summary
  • Funeral service order or undertaker's confirmation letter

These are not formal exemptions — Portsmouth applies them on a discretionary basis. Success rates are high if documentation is provided.

The Standard 6 CAZ Grounds Apply

Beyond the Portsmouth-specific defences, the 6 standard CAZ grounds from Birmingham CAZ Appeal all apply.
